There has been a change made to the National Eventing Rules in relation to MER’s (Minimum Eligibility Requirements).

This rule will come into effect immediately as it relates to safety within the sport.

Current Rule

520 Minimum Eligibility Requirements for CIs and CIOs

The following table details the requirements needed to be entered in the different formats, categories and levels of international Competitions.

Exceptions for MERs:

a) The 1st activation of a frangible/deformable device (11 penalties) will allow a MER.
b) When multiple Minimum Eligibility Requirements are required (for CIs and CIOs), one of the Minimum Eligibility Requirements can be achieved incurring 20 penalties at the obstacles of the Cross Country Test (See below for Minimum Eligibility Requirements for Championships & Games)

Proposed Rule

520 Minimum Eligibility Requirements for CIs and CIOs

The following table details the requirements needed to be entered in the different formats, categories and levels of international Competitions.

Exceptions for MERs:

a) The 1st activation of a frangible/deformable device (11 penalties) will allow a MER.
b) When multiple Minimum Eligibility Requirements are required (for CIs and CIOs), one of the
Minimum Eligibility Requirements can be achieved incurring 20 penalties at the obstacles of the Cross Country Test (See below for Minimum Eligibility Requirements for Championships & Games)
c) For 1*/2*/3* if a rider has 15 MER’s at the level over a rolling 8 year period (one being a CCI and none with XC penalties) then this deems the rider established. This only applies if the rider has met the FEI requirements but not the NF requirements.

"In changing the eligibility last year for D and uncategorised riders it has also now made it extremely difficult for more experienced riders who may be D or uncategorised to move onto already experienced horses. The Categorised Rider list is made up from FEI events only, with the proposed formula we can use both CNC and CIC events to determine the category.

We are not allowing unqualified riders to upgrade, we are simply using National Events as well as FEI to determine a rider’s Categorisation."
